These services engage young people (13 -18 years of age) and their families in all aspects of service planning, holistically strengthen their supports, and increase family continuity and permanence. They maximize positive outcomes by providing the right service, at the right time and in the right place.

Services include: KidStart Mentoring, ONYX for Sexually Exploited Youth, Counselling services, Youth Support services (Youth Development, Youth Agreements and Intensive Support and Supervision), Community work service, Generation OUT (GLBTS youth support group) and their GOAL school program which is partnered with MCFD/SD 43. Each PLEA office provides a variety of different services. In the Tri Cities PLEA office, their services are mainly provided in English. Services for counselling are provided in English and Farsi; however, only one counsellor provides Farsi counselling and hence there may be a longer wait. They have brochures on counselling in Farsi and English.

PLEA offers Family Mediation, Counselling, Family Support for youth and parents/guardians living in the Tri Cities area. Twice a year they provide a community access program-Parent Support group called Parenting Village. They offer Support to Transitional Housing by providing caregivers with ongoing assistance with transportation and respite in difficult situations, including oppositional and defiant behaviour, mental health and addictions issues, critical incidents and emergencies.

They are available 24 hours a day, seven days per week to respond to crisis situations and provide consultation through an emergency pager. All referrals are made through MCFD. Please note that settlement workers can refer a family but will need to call MCFD intake to make the referral. When a referral is made to PLEA, MCFD automatically opens up a file so it is recorded that a referral to PLEA has been made. There are waitlists for all services.
